Job Summary

Lead a significant program or portfolio of programs in the daily execution of contract requirements to ensure that cost, schedule and performance goals are met. Manage multiple integrated product teams (from kick-off through program conclusion). Communicate, coordinate, and collaborate with internal and external customers on existing programs as well as bid and proposal activities

Job Responsibilities

  • Provide leadership to program team. Ensure cooperation among team members in the execution of program and line of business goals.
  • Collaborate with other departments and functions on the resolution of contractual, cost, schedule and technical issues.
  • Serve as the primary interface with the customer on all matters involving program execution.
  • Develop and implement plans and schedules to execute contracts/subcontracts; allocate and control contract budgets for labor, material, travel, and purchased services. 
  • Communicate clearly and concisely (written and oral) within the company, with customers, and others in the value chain.
  • Perform analyses of schedule and cost on a formal and informal basis and develop and implement corrective action plans when deviations from budgets, schedules, or technical requirements are evident.
  • Formally identify, assess, monitor, and mitigate risk throughout the program life cycle.
  • Ensure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures (i.e.: federal acquisition regulations).
  • Prepare for and participate in contract/subcontract negotiations; while representing Company's interests, ensure adherence to all government regulatory guidance.
  • Actively seek new business opportunities in coordination with Business Development.
  • Lead bid and proposal activities; ensure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals.
  • Manage program material inventory effectively.
  • Understand principles of program planning (i.e. developing a Bill of Materials and Basis of Estimate).
  • Understand lean and process improvement principles (i.e. Lean Six Sigma).
  • Understand cash flow management principles.
  • Understand earned value management principles.
  • Support, communicate, and reinforce the mission, values and culture of the organization.

Basic Qualifications

  • 10+ years with Bachelor's Degree or equivalent combination of education and experience.
  • Team oriented leader, dynamic problem solver; ability to thrive in a fast paced environment, and wear multiple hats.
  • Excellent leadership and management skills, particularly influence management and conflict resolution.
  • Superior customer relationship management skills.
  • Successful track record in managing multi-faceted and technologically complex programs in which objectives (financial, schedule, technical, etc.) were achieved.
  • Demonstrated success collaborating with and leading other departments on cross functional programs including finance, contracts, engineering, logistics, manufacturing, and supply chain management.
  • Experience throughout the program lifecycle from development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction, and performance improvement efforts.
  • Experience with assessing and reporting program progress, productivity and variance analysis
  • Demonstrated success in managing manpower planning, program reviews, scheduling, and budget control.
  • Consideration will be given to candidates with naval, nuclear, aerospace, or defense program management experience. 
  • Consideration will be given to candidates with technical or engineering backgrounds.
  • Candidates must be a US citizen and meet DRS security standards as imposed by DoD, including the issuance of any necessary security clearance by the US Government within a reasonable time after commencement of employment.
