Principal Program Financial Analyst

Job Summary

Support government development and production programs on all financial aspects of program activities (EAC preparation, cash, revenue/sales, profit projections). Preparation of budgets for contract work and performs and/or assists in financial analyses such as funding profiles, profitability outlook, and variance analysis. Performs analyses and prepares reports in order to ensure that programs are within negotiated and agreed-upon parameters and government cost control guidelines. Cross-functional interactions with Supply Chain, Contracts, Engineering, Pricing, IOTs/IWOs, and Program Management.   Gather, organize, visualize, and interpret large data sets and communicate meaningful findings to enhance managerial decision making to various stakeholders
This position is responsible for ensuring all company policies and Sarbanes Oxley requirements for program activity are met. This includes, but is not limited to: Best Practices, EACs, Gates, customer requirements, major program requirements, as well as financial planning and analysis. This job will require working with external and internal customers.

Job Responsibilities

  • Acting as a knowledgeable resource in matters pertaining to financial management, risk management, staffing, business process, and other management activities.
  • Leading the preparation of Annual Operating Plan (AOP) or Forward Operating Plan (FOP), quarterly Estimate-at-Complete (EAC), and monthly Latest Revised Estimate (LRE) processes
  • Supporting program teams with Basis of Estimate (BOE) preparation, budget preparation, and variance analysis
  • Creating ad-hoc analytical studies and monitor trends on financial information such as direct and indirect costs, cash receipts and disbursements, and forecast information
  • Recommending and assist in developing and implementing new and/or improved financial policies and procedures
  • Identifying potential issues, developing resolutions, and training team members to prevent future problems
  • Providing On-The-Job (OTJ) training, mentorship, and guidance to less-experienced Financial Analysts
  • Interfacing and effectively communicating with personnel at varying levels and functions throughout the organization
  • Maintain company toolsets and enterprise resource planning (ERP) system to monitor and control requiring validated cost schedule control system.
  • Lead and support the quarterly and monthly reviews to senior executive management and government officials on the execution of strategic goals/plans 
  • Oversee the preparation, analysis, and reporting of program funding bookings, revenue/sales, profit, and cash position on a monthly basis
  • Support, participate, and prepare program teams for government compliance and audit activities. Ensure compliance with internal policies and procedures, as well as GAAP, IFRS, and other government regulations
  • Support and interface with various levels of leadership such as Program Managers, Portfolio Directors, Site Leadership, etc.
  • Establish, develop and maintain effective business relationships with internal and external customers
  • Support, communicate, reinforce and defend the mission, values and culture of the organization

Qualifications

  • Bachelor's degree in Finance, Accounting, Economics, Mathematics, Construction Management or related from an accredited institution with 8+ years of professional experience - OR - a Master's degree with 5+ years of experience.
  • 3+ years’ experience with Government Contracting and Program Management Methodologies (i.e. Traditional, Agile)
  • 3+ years’ experience with Earned Value Management System (EVMS) and Program Controls (Cost/Schedule) Methodologies
  • Experience with Financial Forecasting of Revenue/Sales, Bookings, Profit, and Cash 
  • Experience with Microsoft Office Suit (advanced Excel – pivot tables, advanced formulas)
  • Experience with Cost/Budget Management, Cost Estimating Methodologies, and/or Estimate at Completion (EAC) Process
  • Experience with General Accepted Accounting Principles (GAAP) and a working knowledge of the Cost Accounting Standards (CAS)
  • Candidates must be a US citizen and meet DRS security standards as imposed by DoD, including the issuance of any necessary security clearance by the US government within a reasonable time after commencement of employment
