Job Summary

Strategic Sourcing is a mission critical function that will report to the Vice President of Strategic Sourcing and Subcontracts and directly supports advanced concepts and development programs in the DoD market enabling growth objectives for the business.  Continuously develop a new eco-system of suppliers and technology partners, incubating partnership strategies in early phases of key pursuits, securing necessary IP/data rights protections, and exclusivity arrangements to enable a sustainable competitive advantage are at the core of this function/position.  Developing and executing strategies and plans to execute delivery of proposals that strengthen PWIN while optimizing financial position of the business is also a key responsibility for this function.

An ability to proactively identify risks and opportunities and perform critical analyses on new sources, optimize business and technology objectives, and to communicate and operate effectively across functions within a matrix organization is critical.  Effectively incubating and galvanizing exclusive relationships with senior leadership of strategic suppliers is required.  The Strategic Sourcing role requires practical knowledge in how to propose, execute, and proactively monitor material and key supplier performance on development programs.  This position requires a self-starter capable of developing and achieving organizational and program objectives, analyzing market research patterns, and must be able to successfully interface with all levels of internal management, including key supplier leadership.

Key Duties and Responsibilities

  • The primary point of contact for the Engineering, Product/Program Management, and Business Development functions as the representative for the sourcing and supply chain function.
  • A strong and robust business acumen that enables proactive identification of risks and opportunities.
  • Become an integrated and valued member of a business team to develop and clearly communicate integrated plans and objectives to ensure successful execution and management of the strategic sourcing and business pursuit process.
  • Identify and incubate strategic relationships with key suppliers.

Pursuits, Proposals, and Pre-Contract

  • Ensure strategic sourcing and subcontracts strategies and commitments are appropriately deployed into the pursuit and proposal process.
  • Collaborate with PM, BD, Engineering, Supplier Quality, Key Suppliers and Supply Chain leadership to develop strategic sourcing and sound material proposal strategies to optimize PWIN, profitability, and OTD execution.
  • Collaborate effectively with the Supply Chain PM, Material Estimating Audit function, PM, Engineering and Pricing to ensure high integrity cost estimates and compliance to solicitation and FAR requirements.
  • Ensure proposals are launched with plans and actions to ensure TINA proposal compliance to include required cost or price analyses are performed and documented to comply with FAR and system procedure requirements.
  • Drive post-proposal submittal plans to ensure required sourcing, supplier development, finalized cost estimating, and early start actions are in-process and closed prior to contract award and program launch.

R&D Projects and Development Program Sourcing

  • Collaborate effectively and directly with the Advanced Concepts, Engineering, PM, BD, Supplier Quality and Subcontracts functions to:
    • Build out a new eco-system of suppliers and technology partnerships that enable company growth and profit objectives.
    • Identify best in breed sources to meet technical requirements and validating their ability to conduct business in a DoD funded and regulated environment.
    • Proactively secure appropriate data rights, Intellectual Property, and exclusivity positions to ensure a sustainable competitive advantage.
    • Orchestrate required relationships and contractual arrangements with key suppliers.
  • Lead and manage the Supply Chain PM functions on R&D and Development Phase Programs:
    • Collaborate and with Program Management, Engineering, Operations, Contracts, Finance, Quality, and Procurement to drive program execution and support factory production and development requirements.
    • Manage to key metrics and proactively address supplier, program, and customer issues and needs effectively.
    • Asess and maintain the integrity of MRP system environment and program performance within that environment.
    • Represent the program(s) during supplier negotiations, engagements, escalations, and interventions/oversight.
    • Material Estimate at Complete (EAC) development and cost performance management.
    • Material financial analysis and forecast for bookings, sales, profit, and cash.

Other Duties and Responsibilities

  • Collaborate and support the operations and supply chain execution function with management of key and strategic suppliers that have passed the development phase gate and are in full production.
  • Support game changing process and system enhancements with “out of the box” thinking and creative implementation of innovation projects.
  • Support functional system audit/compliance reviews as applicable to assigned programs.

Qualifications

  • Bachelor’s or Master’s degree in Supply Chain, Finance, Engineering, or equivalent experience. CPIM or APICS certification is a plus.
  • 10+ years of experience in the DoD market within program management, technology sourcing, or supply chain functions.
  • At least 5 years of experience in a production manufacturing environment using MRP/ERP systems such as Oracle, SAP, or Deltek CostPoint.
  • Strong understanding of electronics and/or electro-mechanical assembly operations, including bills of material, demand material planning, and the supply chain purchasing process.
  • Advanced analytical skills to assess end-to-end planning, identify constraints, risks, and opportunities, and evaluate operational and financial metrics.
  • Proficiency in Microsoft Excel, including pivot tables, filters, and advanced formulas.
  • Demonstrated ability to collaborate in a fast-paced, cross-functional environment involving program management, engineering, planning, quality, purchasing, finance, and general management.
  • Strong critical thinking and problem-solving skills for ambiguous situations, with the ability to present clear recommendations to leadership.
  • Excellent written, verbal, and presentation skills, with a persuasive and effective communication style.
  • Detail-oriented, organized, and able to manage multiple tasks and projects independently in a dynamic, fast-paced environment.
  • Experience working in cross-functional or matrixed team environments.
  • Proven experience interfacing with external suppliers and all levels of internal management.
  • Knowledge of FAR and DFARS regulations and their application to DoD proposals and supply chain management requirements.
  • Understanding of subcontracts management and the statement of work process.
