Job Summary

Junior Program Manager that will direct the daily execution of multiple engineering design and development projects authorized within contract requirements to ensure that cost, schedules, and performance goals are met. Provide the primary interface, communication, and coordination with internal and external customers on matters pertaining to existing projects and bid and proposal activities. Job Responsibilities

  • Manage and direct the daily execution of assigned projects within contract requirements to ensure that cost, schedules, and performance goals are met
  • Lead all team meetings and the integrated product team (kick-off through project close)
  • Serve as the primary interface with the customer on all matters involving project execution. Coordinate with senior management and other departments on resolution of contractual problems with the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.
  • Provide focused insights into cost/schedule performance by working closely with finance analyst
  • Formally identifies, assesses, monitors, and mitigates risk and opportunities throughout the project life cycle. 
  • Comprehend contract language, statement of work, and CDRL deliverables
  • Work directly with the Program Manager and perform delegated activities as needed
  • Assist the Program Manager on bid and proposal activities. Ensure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals. Provide basis of estimates for Program Management Office (PMO) activities
  • Actively seek new business opportunities with customers through relationship building and exceeding expectations on contract deliverables 
  • Work with project engineering lead to develop and implement plans and schedules to monitor project execution. Allocate and control contract budgets for labor, material, travel and purchased services. Work directly with Program Manager to provide status and formally report project status to senior management in monthly Project Management Reviews 
  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek Program Manager assistance in resolving schedule and budget problems as they arise. 
  • Work with property management to effectively manage project inventory and government property
  • Develop and understand principles of program planning (i.e., developing a Bill of Materials and Basis of Estimate)
  • Support, communicate, reinforce, and defend the mission, values, and culture of the organization

Qualifications

  • Engineering or business degree preferred or equivalent combination of education and experience
  • Minimum of 3+ years of relevant experience
  • Required experience in business management to include program management office, finance, contracts, and procurement
  • Knowledge of program management tools and procedures
  • Solid leadership, communication, and management skills
  • Experience throughout the program lifecycle using a Gate Review process for leading execution through program milestones 
  • Experience in managing both hardware, software development, production, fielding and sustainment projects
  • Experience with budget and expenditure cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis
  • Exposure to finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management
  • Experience in managing complex defense programs as a prime or sub-contractor to a domestic military organization
  • Program Management certification preferred (i.e., PMP or DAU level 3) or willingness to pursue certification within 24 months of employment
  • Experience with Engineering Services contracts is a plus
  • DOD related experience preferred
