Job Title: Senior Program Financial Analyst

 

Position Summary: The Senior Program Financial Analyst will provide maintenance and analysis of program financial activity and, performance measurement data. Must have ability to advise program managers,: mentor/train other personnel; effectively communicate financial issues/risks to non-financial personnel. Perform financial planning and analysis for jobs within a line of business. Tasks include but are not limited to, proposal support, baseline planning, cost collection, validation, and verification, preparation of estimates at completion (EAC), variance analysis, revenue and profit forecasting and support to the program manager/program team with business and financial analysis.

 

Duties and Responsibilities:  The Senior Program Financial Analyst is responsible for performing tasks as directed which includes but is not limited to these tasks: 

 

  • Program and finance: Basis of Estimate (BOE) preparation; budget preparation, reporting and management; cost & variance analysis; estimate at completion (EAC); forecasting; contractual reporting (CDRL, EVM, cost and pricing, C/SSR); risk management; audit support; and program review preparation
  • Conduct analytical studies, monitor trends and be able to accurately interpret the results
  • Ensure soundness of analysis, good business judgment, compliance with policies and procedures, adequacy of results and that all costs and reasonable fees have been provided for
  • Establish, develop and maintain effective business relationships with internal and external customers
  • Support negotiations with the government, industry prime contractors and foreign customers
  • Support of government compliance and audit activities
  • Understand standards of conduct to include: conflicts of interests; improper practices; liability and fraud
  • Understand contract design and structure to include: FFP; CPIF; CPFF; CPAF; BOA; IDIQ; Foreign Military Sale (FMS); and International Direct Commercial Sale (DCS), and, competitive and sole source procurements
  • Working knowledge of generally accepted accounting principles and the cost accounting standards (CAS)
  • Support proposal process including: bid/no-bid requirements; cost estimating; pricing; RFP review; risk mitigation; cost and price analysis; and negotiation
  • Support, communicate, reinforce and defend the mission, values and culture of the organization

 

Secondary Accountabilities:

  • General business operations knowledge to include: management principles; business development; HR; operations; finance; accounting; economics; and information technology
  • Ability to interact effectively at all levels and across diverse cultures

 

Basic Qualifications:

  • Self-starter with ability to effectively work remotely
  • Bachelor’s degree in Business, Finance, Accounting or related field
  • 7 years of progressive experience in a government environment
  • Working knowledge of the FAR, DFAR, and CAS
  • Contract compliance knowledge
  • Government contracting experience preferred
  • Understand financial analysis principles and have financial analysis skills
  • Ability to mentor junior staff members
  • Working knowledge of IR&D/B&P/direct sell and allowable vs. unallowable cost
  • Strong computer skills (Deltek/Costpoint, MS Office Suite, MS Project, Cobra EVMS

 

Physical Requirements:

  • Lifting up to 10 lbs.: up to 10% of time  
  • Walking, Standing: up to 25% of time
  • Bending, Stooping: up to 10% of time
  • Sitting: up to 75% of time
  • Travel: up to 10% of time

   

AAC works on a 9/80 compressed schedule whereby employees work 80 hours in 2 weeks with every other Friday off.
