Job Summary
Ensure overall direction for Supply Chain (Strategic Subcontract Management and may include adjacent functions such as planning, warehousing, and logistics) while creating and implementing a vision for continual improvement of subcontracting processes at a detailed level as well as higher organizational level. Work with others to establish methodologies to resolve process issues
Job Responsibilities
• Lead strategic supplier development program implementation that includes a critical supplier capacity planning program and minimizes company/program reliance on sole/single sources.
• Develop and execute new supplier transitions plans.
• Lead strategic sourcing initiatives that are aligned with our corporate supply chain consolidation efforts that are aimed at achieving a higher leveraged position within the supply base.
• Ensure organization is building and maintaining strong working relationships with suppliers.
• Direct and manage the implementation, maintenance, support, and continuous improvement of supply chain/subcontract management operational programs that will enhance profitability and service to customers.
• Ensure products and services obtained by the team meet quality, cost, and schedule objectives in accordance with program and company requirements.
• Provide leadership for proposal evaluation teams through a supplier selection process after a technical evaluation and cost / price analysis are complete.
• Provide leadership in the negotiation of subcontract terms and conditions including price, delivery, quality, and performance requirements. Lead in negotiation of special terms (when required). Ensure independent price / cost analyses are performed as needed. Ensure the entire fact- finding and negotiation process is documented in compliance with government and company requirements.
• Provide leadership focused upon personal and collective accountability, fostering personal growth through mentoring and, performance management.
• Support the development of subcontract specifications, work statements and terms and conditions for the sourcing of complex material and services in support of multiple contract types.
• Oversee the review of requirement documents (i.e., statement of work and specifications) for clarity, adequacy and obtain necessary approvals.
• Lead and own the implementation of strategic processes utilized across the supply chain, from proposal pricing to material shipment. These processes will include (but are not limited to) value-share programs with key suppliers, the continual reduction of purchase requisition to purchase order issuance cycle time through implementation and maintenance of a strategic quote library.
• Develop and implement a requisition consolidation strategy that can support multiple programs with the goals of achieving improved piece part pricing while reducing overall manhours required to support execution of purchase orders. Drive improvement of supplier performance through the creation and implementation of a strategic pricing program.
• Build sourcing strategy implementation, contract compliance and customer satisfaction programs utilizing the expansion of CPSR assessments for risk reduction and expansion of the Small Business Administration programs.

Qualifications
Bachelor’s degree in supply chain management, business, or engineering with a minimum of 10 years demonstrated experience in operations, manufacturing, technology, aerospace or defense or equivalent experience
• Demonstrated experience in negotiating, drafting and administering complex contracts.
• Expert knowledge of procurement regulations (UCC, FAR, DFAR) preferred.
• Expert leadership and management skills, particularly “influence management” and “conflict resolution”
• Significant experience throughout the product lifecycle from New Product Introduction through obsolescence to include generation of system and subsystem statements of work and subcontracts, strategic supplier selection, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts
• Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program and / or commodity progress, productivity, and variance analysis
• Experience in finance, contracting, export regulations, engineering, logistics, manufacturing operations, and supplier quality.
• Superior customer interface skills
• Expert problem-solving skills
• Excellent presentation skills
• Demonstrated success in managing manpower planning, program reviews, scheduling, and budget control
• Must have excellent leadership and oral and written communication skills
• Professional certification highly preferred
The expected pay scale for this position is $123,678/year - $192,010/year. Should the level, location, or scope of the position change during the hiring process, the pay scale may be modified accordingly.
