Job Summary

The Cost and Material (C&M) Analyst plays a critical role in supporting government and commercial proposals by analyzing and consolidating material cost estimates using pricing tools such as ProPricer and Excel-based models.  Using supplier cost data from the Deltek Cost Point System and technical data from the Empower PLM system is also required.  Material cost estimates primarily utilize supplier quotes, purchase order history and similar-to estimates.  These estimates are then advanced to a final proposed cost by applying factors such as out year escalation, standard factory attrition and other risk factors.  Proposals can vary in complexity from single item, single quantity proposals up to very complex efforts involving thousands of items, multiple quantities, across multiple years.

 

Ensures cost proposals are accurate, compliant, and competitive in accordance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies. The analyst works closely with pricing, program managers, business development, engineers, supply chain, and finance teams to develop cost strategies and pricing models.

Support the proposal and procurement planning process by analyzing Bill of Materials (BOMs), historical data, supplier quotes, and cost drivers to develop accurate material cost estimates that can be used for production execution baselines. Critical role in supporting competitive and compliant cost proposals for government and commercial aerospace and defense programs.

 

Requires attention to detail, strong analytical skills and ability to develop deep acumen in flagship enterprise business software systems such as ProPricer and Deltek Cost Point; develop supply chain knowledge, expert use of MS Office tools such as Excel and familiarity with Federal Acquisition Regulations (FAR), DFARS, and DoD.

Job Responsibilities

  • Analyzing and consolidating material cost estimates and producing required outputs such as the material basis of estimate summary
  • Respond to customer requested fact finding data calls
  • Develop subject matter expert level competence in ProPricer Material and MS Excel
  • Active participation in developing innovative integrated solutions to continuously improve the efficiency, accuracy and quality of the material estimating process
  • Maintain high integrity information on computer systems
  • Assist in reviewing and inspecting proposal estimates for errors and making updates to correct errors
  • Monitor labor charging hours against assigned tasks; ensure accurate and compliant time charging
  • Assist in ensuring the appropriate approaches are being used to develop proposal estimates
  • Work collaboratively with Program Management, Pricing, Engineering, Supply Chain to identify and resolve issues
  • Improve understanding of the strategic sourcing and supply chain functions to the overall company plans and strategy
  • Utilize Power Pivot, Power Query and Power BI to transform DataMart raw data into manageable information
  • Prepare standard requests for quotation and assist buyers in contacting vendors to obtain quotes/prices
  • Assist production supply chain in times of high demand in obtaining status on open purchase orders with suppliers
  • Support, communicate and defend the mission, values, and culture of the company

Qualifications

  • Hold or in process of achieving Bachelor’s degree in applicable field such as data analytics, supply chain management, business, engineering, other relevant degree or equivalent experience
  • 0-2 years of experience in high technology, aerospace or defense or equivalent experience
  • A willingness to work in a collaborative, cross-functional, fast-paced environment in a complex business that develops, manufactures and delivers high technology systems.
  • Effectively manage multiple assigned tasks concurrently
  • Attention to detail and a desire to deliver quality
  • Demonstrated problem solving skills
  • Must have excellent oral and written communication skills

The salary range for this position is ($53,000/year- $76,000/year). This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate’s qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
