Job Summary
Leonardo DRS Land Systems is seeking a full time Senior Contracts Administrator. This position is based out of our Bridgeton, MO facility and will have the option to work and in person or remote schedule. The Senior Contracts Administrator will be responsible for providing comprehensive contractual support for new business efforts and helping drive the acquisition of new contracts. Key responsibilities include reviewing, drafting, and negotiating critical agreements, as well as overseeing contract negotiations and ensuring accurate and compliant contract review. The Senior Contracts Administrator administers and monitors performance on major government contracts and leads the negotiation and management of agreements with customers, subcontractors, and vendors, ensuring all activities align with company policies and procedures.
Job Responsibilities
- Support proposal development, including preparing and analyzing price proposals, participating in TINA sweeps, and assisting in proposal and program reviews
- Administer and monitor performance and cost compliance on major government contracts
- Negotiate and administer agreements with customers, subcontractors, vendors, and partners, ensuring adherence to company policies and procedures.
- Review, prepare, and interpret contractual documents - including solicitations, awards, amendments, modifications, and terms and conditions while identifying risks and ensuring compliance with company, customer, and government requirements
- Provide contractual guidance to Contract Leads, Program Managers, and Operations Managers, and respond to inquiries regarding obligations, revisions, and compliance matters
- Prepare and manage contractual deliverables, billings, and cash collections
- Draft and negotiate teaming agreements, MOUs/MOAs, and domestic and international consultant or sales representative agreements
- Assemble complete contract documentation packages and support the preparation of export license applications
- Assist with subcontract negotiations and ongoing subcontract management
- Maintain strong internal and external customer relationships
- Support, communicate, reinforce and defend DRS’ mission, values and culture
- Perform special projects as requested
Qualifications
- Bachelor’s degree in related discipline
- 5+ years of experience in U.S. government contract administration and negotiation
- NCMA Certified Contracts Professional (CPCM) certification and membership in National Contract Management Association (NCMA), desired
- Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
- Strong understanding of contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements
- Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use
- Advanced knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines
- Advanced knowledge of source selection/evaluation process including cost and price analysis
- Knowledge of requirements for and experienced in administration of government property
- Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
- Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements
- Excellent verbal and written communication skills
- Contract/agreement briefing, negotiation and review experience
- Experience in monitoring contracts/subcontracts of increasing complexity and value
- General computer proficiency and familiarity with Microsoft Office programs
U.S. Citizenship required.
The salary range for this position is $79,919.00/year- $103,895.00/year for the states of Illinois & Minnesota, $87,911.00/year - $114,285.00/year for the state of Washington, and $91,907.00/year - $119,480.00/year for the state of California.This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate’s qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
