Job Summary

Reporting directly to the Senior Director, Site Lead as the Manager of Repair and Overhaul, you will play a critical role in ensuring the efficiency and effectiveness of our repair and overhaul processes, ultimately contributing to the success of our business. We are looking for a driven and dynamic individual who possesses a strong background in Defense repair and overhaul operations, as well as exceptional leadership and management skills.

As Manager - R & O, your main responsibilities will include:

• Oversee all aspects of repair & overhaul (R&O) operations at DRS Canada, managing complex manufacturing programs from bid through delivery.
• Lead, guide, and develop the R&O technician team and cross-functional integrated/product teams from kick-off through project close, including identifying training and development opportunities.
• Develop and implement strategies, processes, and procedures that improve R&O efficiency and effectiveness while aligning with industry standards and customer requirements.
• Monitor and analyze key performance metrics, drive cost-saving initiatives, and implement corrective actions to ensure timely, high-quality completion of repairs.
• Prepare and implement R&O master schedules and integrated master schedules to execute contracts/subcontracts.
• Allocate and control budgets (labour, material, travel, and purchased services); perform formal and informal cost/schedule variance analyses and develop corrective action plans, escalating to senior management as needed.
• Formally identify, assess, monitor, and mitigate program risk throughout the life cycle, securing management approval before decisions that would degrade cost, schedule, or program objectives.
• Apply program-planning principles, including earned value, cost/schedule forecasting, Bill of Materials, and Basis of Estimate.
• Serve as the primary customer interface on all matters of R&O and contract execution, including new/existing contracts and bid & proposal activities, ensuring RFP requirements are met.
• Coordinate with contract administration and other departments to resolve contractual issues (requirements, changes, interpretations) and keep customers informed of R&O status.
• Develop and maintain supplier and vendor relationships to ensure timely, cost-effective delivery of parts and materials.
• Represent management at program reviews, meetings, and seminars, and present regular performance reports to senior management.
• Ensure timely program close-out with all obligations satisfied and documentation properly recorded.

What you need to be successful in the role:

• Possession of a Bachelor’s degree in Engineering or Business from a recognized post‑secondary institution or equivalent experience;
• Certification in program management is considered an asset;
• A minimum of five (5) years experience in program management;
• Successful track record in managing defence manufacturing programs as a prime or subcontractor to a domestic or foreign civil and/or military organization;
• Management of a portfolio of programs in which financial objectives (profit, cash flow, revenue, bookings) were achieved;
• Experience with metrics for assessing and reporting program progress, productivity and variance analysis;
• Experience in finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management is considered an asset;
• Demonstrated success in managing manpower, planning project reviews scheduling and budget control;
• Hands on working knowledge of Microsoft Project and processes to drive program key indicators as well as MS Office 365;
• Solid leadership and management skills, particularly influence management and conflict resolution; and
• Superior problem-solving, critical thinking, negotiation, presentation, interpersonal, and communication skills are required.
